Age Verification in the European Union
Prepare for eIDAS 2.0 age attestation requirements. Privacy-preserving verification aligned with the EU Digital Identity Wallet framework.
Regulatory Context
eIDAS 2.0 mandates selective disclosure: users prove "over 18" without revealing date of birth, name, or any PII. Age verification via Electronic Attestations of Attributes (EAAs) uses SD-JWT or ISO mDoc formats.
The EU launched the Age Verification Blueprint (first version July 2025, second October 2025), a "mini wallet" piloted by 6 Member States: Cyprus, Denmark, France, Greece, Italy, and Spain. Relying parties structurally cannot retain identifying data for age checks.
Article 5a(14) prohibits wallet providers from collecting unnecessary usage data. The EUDI Wallet deadline is December 2026 for public sector and December 2027 for private sector acceptance. Penalties can reach up to 5 million EUR or 1% of global turnover.
How Passtru Complies
Passtru's architecture anticipates the eIDAS 2.0 framework. The attestation-based model delivers selective disclosure by design, providing only the age verification result without exposing underlying identity attributes.
As the EUDI Wallet ecosystem matures, Passtru is positioned to serve as a Qualified Electronic Attestation of Attributes (QEAA) issuer, bridging the gap between current verification needs and the mandated wallet infrastructure.
Technical Implementation
The Passtru SDK supports the OpenID4VP and SD-JWT standards that form the foundation of the eIDAS 2.0 technical architecture. Integration today provides a path to full EUDI Wallet compatibility as the ecosystem deploys.
For platforms operating across EU member states, a single integration handles age verification requirements regardless of which national implementation the user's wallet follows.
